However, officials in Reading had objected to her skimpy halter top and tight, short shorts. Tessel won a ruling in May that allowed the mannequin to stay, if dressed more modestly. He appealed the cover-up order before a zoning appeals board on Monday night. During the meeting, the city finally gave Tessel and Bar Be Q the thumbs up as the zoning board voted in favor of removing stipulations on what Bar Be Q can wear.
